Harrison-Oakland Neighborhood (Whole Foods Area)
Victory! Harrison-Oakland Plan Now Final!
February, 2010 WOBO members and community stakeholders in the Harrison-Oakland neighborhood now have a terrific Community Transportation Plan (see section titled 'Planning Eforts Underway') to help guide the City and advocates on how to improve neighborhood quality of life, and bicycle/pedestrian safety in the area. The plan, a product of more than 18 months of work by the City, consultants, WOBO and community members, includes bike lanes and wider sidewalks, removes a dangerous turn at Harrison and 27th, reconfigures the intersection at Fairmount, moves bus stops closer to where they are needed, and much, much more!

August 2009 - WOBO is very excited about this important new addition to Oakland's bike lane network. We've worked long and hard with neighborhood activists in the Westlake Community Coalition, Nancy Nadel's office, Oakland City staff and the bicycling community to put paint on the pavement to improve bicyclist and pedestrian safety. WOBO is working with the city and neighborhood groups on future improvements in the corridor, including the soon-to-be-finalized Community-Based Transportation Plan that includes three-to-two lane conversion with bike lanes on Harrison Ave, pedestrian improvements such as bulb-outs and improved crossings, and bike lanes on Oakland Ave north of I-580.

Victory! New Stoplight on Harrison by Westlake Middle School.
WOBO members have been active working with the City to make 27th St. and Harrison safer for school children, seniors, residents, and shoppers at the new Whole Foods. WOBO thanks Councilmember Nadel for committing funds to install a new stoplight on Harrison between Whole Foods and the Westlake Middle School. Along with the Westlake Community Coalition, the HarriOak Neighborhood, St. Pauls Tower residents and Westlake Middle School parents and First Congregational Church, WOBO is seeking additional improvements to reduce speeding and improve safety in the area. This campaign milestone goes a long way toward improving neighborhood quality of life.See the bike lane project map below.

Collision History
The collision history is based on the existing conditions that are not conducive to alternative modes of transportation like pedestrian and bicycle. There are few ped/bike collisions with the existing plans, but more than acceptable motor vehicle [MV] crashes. This is not the course of planning that the community wants to embrace. The goal of the community is to make the streets more livable and increase ped/bike travel mode split.
Collection of data:
Harrison, 24th, 27th, Bay Intersection
This report appears to totally ignore the pedestrian travel from the west side of 24th St to Westlake as well as stopping the project short of MacArthur Blvd. It is common knowledge that many students are faced with crossing the 27th St. intersection despite the lack of safety for ped/bike travel. The Whole Foods has produced a marked increase in ped/bike travel at that major intersection of students, shoppers and other ped/bike travelers. This should be addressed in this report.
The Church/School Driveway
The driveway between the church and the school is being changed to a one way in this report, but the report is also suggesting that MV be allowed to turn left or right. Adding left turning movements to the driveway will only further imperil ped/bike travel and decrease the overall safety.
Solutions that WOBO and the West Lake Community Coalition are advocating for:
• Reduce travel lanes to a total of 2 in each direction: 10.5 feet wide in the center lane and 11 feet on the outside lane the entire length on both Oakland and Harrison. This will help to reduce speeds.
• Install a bike lane the entire length of Oakland and Harrison.
• Plan for bulbouts at key intersections/pedestrian crosswalks.
• Change the speed limit to 25 MPH for the entire stretch of Harrison and Oakland Avenues.
• Done! Install a new traffic signal at West Lake Driveway. This signal improves pedestrian safety.
• In sections where bike lanes are not feasible, install signage indicating that 'Bicycles Are Allowed Full Use of Lane.'
